Prisons in Central and Eastern Europe revisited (2003)

The study, conducted by the British expert, Mr. Roy Walmsley, and covering twenty-five countries of the region, focused on possible changes since the mid-1990s in the organisational structure, legislation in respect of the code for the enforcement of penalties, the current state of progress on key areas affecting the quality of adherence to the European Prison Rules, the most pressing current concerns, and the extent and nature of foreign technical assistance. The project was carried out with the support of the Home Office, the United Kingdom, and the Swedish Ministry of Justice. The report was published as HEUNI Publication Series No. 41 late in 2003.

A follow-up publication on the need of prison construction in Eastern Europe is envisaged.
