UN Crime Programme meeting guide (2017)

Much of the work of the UN Crime Programme takes places in formal meetings. The Former Director of HEUNI, Dr Matti Joutsen, has prepared a series of brief guides to help persons attending such meetings to prepare and make effective use of these meetings.


Part 1 provides an overview of the work of formal UN meetings, with an emphasis on the negotiation of draft resolutions.

Part 2 identifies some of the sensitive issues: why they are sensitive, and how they are usually dealt with.

Part 3 describes the main participants at UN Crime Programme meetings

Part 4 provides an overview of the general rhythm of meetings throughout the year.

Part 5 is a tongue-in-cheek analysis of different negotiating tactics, and is based on the author’s experience of attending UN Crime Programme meetings.
